C-TPAT requires that all loaded containers destined for the United States be sealed with ISO 17712:2013 High Security (Class H) seals. Those seals must pass independent mechanical testing by a laboratory accredited to ISO/IEC 17025, and the manufacturer must also be audited for security-related business practices under ISO 17712 Annex A. C-TPAT partners are expected to request written conformance certificates from their seal suppliers before purchasing, not simply take the supplier's word for it.
ISO 17712 is a product standard that certifies the physical performance of a specific seal through independent laboratory testing. C-TPAT is a U.S. Customs and Border Protection supply chain security program that references ISO 17712 as its seal requirement. A seal that is ISO 17712 (H)-certified meets C-TPAT's seal specification, but C-TPAT compliance as a whole covers far more than just the seal, including facility security, personnel vetting procedures, and cargo handling practices.
ISO 17712 High Security (H)-certified bolt seals and cable seals are the two types that achieve this classification. Bolt seals use a strong steel pin and locking body designed to resist tensile, shear, bending, and impact forces. Cable seals use a galvanized or stainless steel cable with an aluminum or steel locking body, offering more flexibility for irregular hasps while meeting the same strength thresholds. Both types must carry the H mark and the manufacturer's identity stamp on the seal body.
Every certified High Security seal must carry the letter H stamped on its body along with the manufacturer's identity mark. Beyond the physical marking, your supplier should provide an independent test certificate issued by an ISO/IEC 17025-accredited laboratory and documentation confirming Annex A conformance for manufacturing security practices. If a supplier cannot produce both documents, treat the certification claim with caution and verify before accepting seals for a compliant program.
C-TPAT guidance recommends the V-V-T-T inspection process: View the seal and container locking mechanisms, Verify the seal number for accuracy, Tug on the seal to confirm it is properly affixed, and Twist and turn the seal to confirm it does not unscrew. Seal numbers must be recorded on shipping documentation at the point of stuffing and verified at every subsequent checkpoint. Access to unused seals should be controlled, and any broken or removed seals retained for investigation rather than discarded.
Yes. ISO 17712 High Security bolt seals and cable seals are available with custom sequential serial numbers, barcodes, company logos, and color-coded bodies. Custom identification is particularly important for C-TPAT programs because it makes seal substitution or cloning significantly harder to conceal. A generic-looking seal is far easier to counterfeit than one with a specific logo, color, and sequential number range.
